A shout is a short message sent by players, that is placed in a shoutbox on a user's profile or in a club's main page. The shoutbox simply shows the last 20 messages that have been posted in it, and therefore allows for quick communication. A message has a maximum of 250 characters, also contributing to the quick nature.
In order to shout, one must be at least level one. In the case of a user's shoutbox, usually one must be a friend of the person whose profile it is (unless this person has set his shoutbox to public). In the case of a club or team shoutbox one must be member of said club/team.
